The most immediate issue facing the hemp community is the approaching implementation of Section 781.

According to the Wisconsin Cannabis Activist Network and the Wisconsin Cannabinoid Industry Council, Section 781 is scheduled to take effect on November 12, 2026. The organizations estimate that its implementation could make approximately 95% of products currently sold within the lawful hemp market illegal.

Such a significant and abrupt change could affect:

• Employees working throughout the hemp supply chain
• Veterans, seniors, and other consumers who use hemp-derived products

What Is the Proposed Solution?

The current campaign is asking Congress to extend the Section 781 implementation deadline by two years—from November 12, 2026, to November 12, 2028.

This extension would not end the larger conversation about hemp regulation. Instead, it would give lawmakers additional time to work toward a permanent framework without creating an immediate disruption for farmers, businesses, and consumers.

Clear and responsible regulations can help protect consumers and strengthen the hemp industry. However, creating those regulations requires careful consideration, practical standards, and enough time for legitimate businesses to understand and implement new requirements.

An extension would provide an opportunity to develop that framework more thoughtfully.

2. Support Marijuana Decriminalization in Wisconsin

The second advocacy effort addresses the consequences of Wisconsin’s marijuana possession laws.

A simple possession charge can have effects that extend far beyond the original offense. A criminal record may create barriers involving employment, housing, education, licensing, and other opportunities.

The Wisconsin decriminalization campaign supports a bipartisan proposal that would replace arrests and jail sentences for simple marijuana possession with civil penalties.

Why Decriminalization Matters

Decriminalization is not the same as creating an unregulated market. It changes how the law responds to possession of a small amount of marijuana.

Under a decriminalized approach, simple possession would generally be handled as a civil matter instead of a criminal offense. This can help prevent a minor possession case from becoming a lasting criminal record.
